Dr. Samuel E. Kelly was born in Hastings, Florida where he attend elementary and high school. Dr. Samuel E. Kelly's high school days were over, reality was upon him. It was time to embrace new ventures and explore new educational opportunities. He was blessed to attend several Colleges and Universities, where he received a Bachelor Degree in Sociology, Master Degree in Educational and a Doctoral Degree in Educational Psychology (Ed.D.) and a Doctorate Degree in Religious Philosophy in Christian Counseling (Ph.D), (State Boards as a Florida Licensed Mental Health Practitioner and a National Certified Clinical Forensic Specialist).

In 1988 he served faithfully and diligently as a Deacon under the tutelage and leadership of Bishop James E. Bias at Agape Deliverance Center in Palatka, Florida. Dr. Kelly was ordained by Apostle David Braland of Orlando, Florida and licensed by James E. Bias, Pastor of Agape Deliverance Center.
1988 God gave Bishop James E. Bias the vision and mission to establish
Agape International Christian Fellowship in Fort Lauderdale, Florida.
Dr. Kelly was one of the founding members of Agape International
Christian Fellowship and became a co-laborer in the gospel with Bishop
James E. Bias. Dr. Kelly was ordained in May 2012 as pastor in
Lauderhill Florida by Apostle James E. Bias, Ph. D. Bishop James Bias' teachings, patience, humility, and multifaceted ministry has cultivated and developed me as a son. Dr. Samuel E. Kelly's desire is that God will continue to endow him with the knowledge and wisdom to be a noble servant and a Son of God.
